Council has prepared planning documents to set in place the framework for the future development and conservation of the Pacific Palms area. The documents represent the culmination of some years of planning work that has been undertaken by Council; the first stage of planning was the rezoning of parts of the study area in 2007.

This sets out Council's proposals for the rezoning of the remainder of the study investigated in the 2004 Pacific Palms Local Environmental Study (LES) and the various studies and reports produced subsequent to the LES.
The draft LEP applies to the land that is currently zoned 2 Village as well as land zone 1(c) Future Urban Investigation generally bounded by, and fronting, The Lakes Way and Lakeside Cr/Boomerang Dr.
- Draft Amendments to Development Control Plan No. 39 Pacific Palms
The draft amendments propose new controls to ensure important fauna movement corridors and important habitat areas are protected and effectively managed. Included in the draft DCP are also controls for part of the area that is proposed to be rezoned to 2(b) Medium Density Residential under the above draft LEP.

Proposed Planning Agreements (5) between Great Lakes Council, The Minister for the Environment and individual land owners. The purpose of the proposed Agreements is to give effect to a development/conservation offset whereby some land offered by the landowners is to be dedicated to National Park. The proposed Planning Agreements, prepared under the Environmental Planning and Assessment Act, commit the landowners to transferring some of their land to the Minister of the Environment with a specific timeframe.
