While Draft Great Lakes Local Environmental Plan 2012 (Draft LEP 2012) identifies 'what' is permissible within each zone, the Development Control Plan (DCP) gives additional guidelines on 'how' that development is to occur.
DCPs provide specific, comprehensive guidelines for certain types of development, for specific locations or specific developments. The DCP is an important planning tool because it provides a flexible means of identifying additional (to the LEP) development controls and standards for addressing development issues at a local level.
The over-riding objective of any DCP is to balance development within our environment, develop safe and attractive residential areas, facilitate active and interesting business districts, provide equity of access to all members of the community, and to promote more comfortable and sustainable living and working environments.
Why has Council prepared Draft Great Lakes DCP 2012?
Great Lakes Council has undertaken a major review of its planning controls in response to the NSW State Government's Planning Reform Program.
The Program requires all NSW Council's to update their existing Local Environmental Plan (LEP) to be consistent with the NSW Standard Instrument - Principal Local Environmental Plan introduced by the State Government in March 2006.
The Program also requires all NSW Council's to consolidate their existing Development Control Plans into a single document so that only one DCP applies to any property at any time. This DCP must also be consistent with the provisions of the NSW Standard Instrument - Principal Local Environmental Plan.
Draft Development Control Plan 2012 (Draft DCP 2012) consolidates and amends the various DCPs which currently apply across the LGA. Draft DCP 2012 will replace all of the existing development control plans.
