The Government Information (Public Access) Act 2009 (GIPAA) requires that Council has a Publication Guide that:

• describes the structure and functions of Council;
• describes the ways in which those functions affect members of the public (including Council's decision-making functions);
• outlines ways in which members of the public can participate in the formulation of Council policy and the exercise of Council functions;
• identifies the various kinds of information held by Council;
• identifies the kinds of information that Council makes (or will make) publicly available and the manner in which this will occur; and
• identifies which information will be made available free of charge and that which will be subject to a charge.
