Advisory Committees

Section 355 Committees

External Committees

Committees of CouncilThe Committees of Council consist solely of elected representatives and are created to allow more detailed consideration of specific functions of Council. These Committees of Council include:

Strategic Committee: The main role of the Strategic Committee is to provide the opportunity for detailed consideration of strategic issues.
Elected Representatives: All Councillors

Operational Review Committee: The main role of this Committee is to consider issues of a major financial nature which require a strategic focus.
Elected Representatives: All Councillors

Library Committee: This Committee considers matters concerning the operations of Council's various Libraries. Recommendations are made to Council.
Elected Representatives: Clrs Hutchinson, Gill, McCaskie & Vaughan

Community Grants Committee: The role of this Committee is to consider requests for donations from community groups and make recommendations to Council regarding the allocation of funds in response to specific requests. This Committee is currently inactive.
Elected Representatives: Clrs Gill & McCaskie.

Advisory Committees

Audit Committee: The Audit Committee is an independent advisory committee to Council whose role is to monitor, review and advise Council on matters of accountability and internal control affecting the operations of Council. The Committee exists to assist Council in discharging its responsibilities for financial management and reporting, management of risk, maintaining a reliable system of internal controls and fostering the organisations ethical environment.

The Audit Committee's membership consists of one (1) Councillor and two (2) independent external members. The inclusion of external members on the Audit Committee is a deliberate decision of Council designed to allow the Committee to be independent in the exercise of its functions. Council has appointed the Mayor as its representative on the Audit Committee.

Section 355 Committees

Section 355 of the Local Government Act 1993 allows Council to constitute committees to exercise some of the functions of Council. These committees are delegated specific authorities relevant to their purposes. They are generally of an advisory or facility management nature and may include elected and community representatives. Great Lakes Council Section 355 Committees include:

Great Lakes Tourism Advisory Committee: The Mission of the Tourism Advisory Committee is to advise Council in the formulation of policy, plans and strategies for the management and development of Tourism in the Great Lakes area in accordance with Council's policies and budgets.

Economic Development Advisory Committee: The overarching role of the Great Lakes Economic Development Advisory Committee is to oversee the management and implementation of the economic development strategy and Council's ongoing role in economy development facilitation.

Great Lakes Access Committee: The Access Committee identifies access issues and makes recommendations to Council.
Elected Representative: Clr Roberts

Ageing & Disability Services: This Service provides a forum through which Council's 8 Home and Community Care (HACC) services report on achievements and raise issues of mutual concern with community representatives, funding body representatives, Councillors and service providers.

Aboriginal Liaison Committee: The purpose of this Committee is to act as a forum whereby Council and the local Aboriginal communities can engage with each other on matters of interest.

Great Lakes Arts Network: A Committee established to promote and support the artistic and cultural development of our area.

Great Lakes Band Committee:

Hawks Nest / Tea Gardens Crime Prevention Taskforce:
Elected Representative: Clr Roberts

Wallis & Smiths Lakes Estuary & Coastal Management Committee:

Great Lakes Catchment Group:
Elected Representatives: Chair of Wallis & Smiths Lake Estuary & Coastal Management Group

Great Lakes Floodplain Management Committee:
Elected Representatives: Clrs Weate and Gill

Great Lakes Heritage Advisory Committee:
The role of the Advisory Committee is to identify sites/properties with potential heritage significance; undertake an assessment (with the assistance of suitably qualified staff/consultants) of the potential sites/properties based on legislative/standard heritage requirements; make recommendations to Council of properties/sites that should be listed as heritage items within the Great Lakes Local Government area.

Sport and Recreation Committee - Nabiac: This Committee comprises representatives of the group who use the showground (Show Society, Rodeo, Football, Cricket, Pony Club, etc).

Sport and Recreation Committee - Stroud: This Committee comprises representatives of all interested user groups.

Sport and Recreation Committee - Bulahdelah: This Committee comprises representatives of groups who use the Showground.

Sport and Recreation Committee - Coomba Park: This Committee comprises individuals who are interested in the tidal pool recreation area and Coomba Park Aquatic Club.

Wootton Community Centre Management Committee: This Committee is responsible for bookings, identification of repairs and maintenance issues, liaison with users and suggestions.

Sport and Recreation Committee - Smiths Lake/Pacific Palms: The purpose of this combined Committee is to assist Council with the development of recreational facilities within the village of Smiths Lake and Pacific Palms area.

Sport and Recreation Committee - Tea Gardens/Hawks Nest: This Committee comprises representatives of all interested user groups and includes the managment of the Tea Gardens Swimming Pool and Tea Gardens/Hawks Nest Skate Park.

Mid North Weight of Loads Group: This Committee comprises representatives from over 17 councils and is concerned with keeping overweight vehicles off Council roads and associated issues.

Surf Life Saving Liaison Committee (Beach Safety Advisory Committee): This Committee comprises representatives from Council, four Surf Life Saving Clubs within the Great Lakes area and Mid North Coast Branch.
