Anyone who is genuinely concerned about the welfare of a person who is unable to
make decisions for himself/herself because of a disability (e.g. dementia) can
apply to the Board for a guardian or financial manager to be appointed. A
guardian has the legal power to make important personal decisions on behalf of
another adult (e.g. accommodation, health care and services) The guardian is
generally a close relative or friend. If there is no-one else, the Board may
appoint an independent
public official called the Public Guardian. A financial manager has the legal
authority to manage another person's money and property. The usual persons
appointed as manager are the Protective Commissioner (an independent public
official) or a close relative or friend. Other possibilities are the
Public Trustee or a private Trustee Company
